A strategic pardon in March.

The general election is to be held in April-May 2024 (wikipedia), and if the Emir can somehow be persuaded to pardon the men in March, a reception at the airport with smiles and hugs would be the most gigantic photo-op just in time for voters to decide. Considering Mr Modi was a full-time worker for the Rashtriya Swayamsevak Sangh (RSS), which is a Hindu organisation, rising to the rank of general secretary (wikipedia), it is strange that Islamic countries like Pakistan and Qatar would help him win elections.
