It has been a combination shameless greed and incompetence. The athletes village has probably been well constructed because the plan is for the flats to be sold off for between Rs. 3 and 10 million each but some idiot got them built on the flood plains close to the river. This is what happens when the entire government consists of criminals and third raters. As is usual, no money is spent on the welfare of the laborers who are seen as disposable. They must have been living in flimsy shelters built with sticks and pieces of tarpaulin so when the rains and floods came they must have moved into the finished flats to survive. These people have never seen bathrooms and so must have defaecated on the floor which is what disgusted the foreigners. As for the stadiums, these will lie unused once the games are over because no one in Delhi is interested in sports. One day and T20 cricket matches draw in the hooligans with little understanding of the game but test matches draw just a scattering of spectators. Unlike in Australia, where even a school game will probably attract a full house. Probably, to save money, the stadiums were constructed with cheap material to last for two weeks after which no one would care if they fell down. This was exposed by the unusually heavy rains which washed away the flimsy structures. The Congress will be desperate to hold something so that they can lie their way out of it with endless investigations and commissions of enquiry. To save further taxpayer money the games should be cancelled. With nothing to bomb the terrorists will be frustrated. At least something to smile about.
