It was built to inflate the bill and make some extra money. As for the 23 laborers that were hurt, 5 seriously, they were lying in hospital in proper beds and being given free food. A relaxing holiday they could not afford. Plus the court has ordered each of them to be paid Rs. 300,000, a fortune they could never dream of. Of course, they will never see the full amount because thieving civil servants will want their cuts but, hey, this is easy money which they never worked for.
