Don't increase their bribe-price.

In 2008 the Congress led government increased salaries of useless civil servants by 80%. However, civil servants also get a handout called Dearness Allowance which was 68% of basic salary. This was increased to 75% and has now been increased to 80% of salary which means that these pampered crooks have seen a 140% increase in their salaries. This has hit the middle class in 2 ways. Firstly, the central government alone employs over 34 million, including public sector companies and the Railways. State governments and municipal corporations employ countless more. This huge rise in expenditure has been met with a savage rise in taxes on everything which has hit the middle class really hard. The second effect of this rise in salaries is that the bribe-price has suddenly rocketed. If a man earns Rs 10,000 per month he will demand Rs 100,000 in bribes. he will be scared and reluctant to demand any more. However, if the same man is paid Rs 100,000 a month he will demand Rs 100 million in bribes because of increased confidence in his own worth. About 15 years back the Delhi government allowed people to convert their dwellings from leasehold to freehold. It was purely voluntary. Those of us who took advantage of the offer at that time had to pay a fee of Rs 60,000 and submit a form with proof of possession of the apartment. The form was in English but was such gibberish that no one could understand what anything meant. At that time a property dealer would charge Rs 5000 to fill and submit the form, of which Rs 2,500 was for inside. After the Commonwealth Games, where a rumored Rs 200 billion was enjoyed by politicians and officials, conversion to freehold has been made compulsory to raise funds for the Congress government of Delhi. The fee has been doubled but now the same property dealer is charging Rs 30,000 of which Rs 15,000 is for inside. A 600% increase in bribe-price. Previously, to obtain a passport in Delhi you filled in a form and stood in a queue for hours to pay the fee and submit your form. Touts would charge Rs 200 to help you submit your form quicker. Today you have to fill a form and submit it online following which you will be allowed to book an appointment to submit your paper form. This is when the fun starts. You have to log in at exactly 6 PM at which time you will be shown available slots on one day only. However, if you click on a slot which is clearly shown as available you will be told that it has been taken and you will not be given a second chance. You will have to log in again by which time all the slots are booked and you will be told to log in the next day. It has been designed to be so frustrating that people have no choice but to ask an agent to book an appointment for them. The agent will charge Rs 1000 of which Rs 500 is for inside, a 5 fold increase in bribe-price. Salaries for waiters always take into account what they will earn from tips. Similarly salaries for civil servant must take bribes into account. Their price must never be increased.
