Duterte and Nitish Kumar will both fail.

East Asia is treating President Obama with great disrespect. First, China did not bother to provide stairs, forcing him to 'go out of the ass' of his plane. There was no red carpet either, as there was for every other leader. " These things do not happen by mistake. Not with the Chinese," said former Mexican Ambassador to China, Jorge Guajardo. " It's a snub. It's a way of saying: ' You know, you're not that special to us.' It's part of the new Chinese arrogance." Then yesterday, the President of Philippines, Rodrigo Duterte said," Putang ina (son of a whore) I will swear at you in that forum." This was when he was asked how would respond if Obama raised the issue extrajudicial killings of drug pushers and users. Previously, Duterte has called the Pope a 'son of a whore', which is saying something in a deeply Catholic country. Around 2,400 people, suspected to be drug pushers or users, have been executed by police and vigilantes since Duterte assumed office on 30 June. Perhaps it is a reflection of how Obama is disrespected in his own country, much like the Indian Prime Minister, Modi has been abused here in India. Duterte was the mayor of Davao City for 7 terms, over a period of 22 years. He has vowed to wipe out all drug trade in the Philippines. Will he succeed. In the short term maybe, but not a hope in the long term. For decades the US has pursued a policy of 'War on Drugs', in which drug users were imprisoned, drug gangs were attacked and countries were paid to eradicate crops by fumigating with herbicides. The US even attacked Panama in December 1989 and captured its president, Manuel Noriega, who has been in prison in the US, France and now in Panama. The policy has failed. Law enforcement created a scarcity of drugs which increased prices and made it more lucrative for drug gangs. Young men with no jobs became ready recruits for the gangs. Gangs are prepared to use extreme violence to protect their trade which has given tiny Honduras the highest rate of murder in the world. Latin American countries have made it legal to possess drugs for individual use. Bolivian President, Evo Morales, stopped the military approach to coca cultivation and removed the US Drug Enforcement Administrations from his country. Instead he worked with the farmers to encourage alternative crops. Coca cultivation dropped by 34% in Bolivia. Now certain states in the US have legalized cannabis. Human beings have known about intoxicants since the stone age. Chimpanzees have been seen getting drunk on fermented sap of trees in Africa. Indian politicians try for cheap publicity by banning alcohol in their states. This only results in loss of revenue and increased crime rates as the trade moves to illegal channels. The world has learnt, not our fellows. Anything for votes.
