Dividing to extinction.

"Also known as the Bihar Jaaati Adharit Ganana, the census shows that Scheduled Castes (SC) account for over 19% of the 13-crore (130 million) population, while Scheduled Tribes (ST) make up 1.68%. The upper castes, or 'savarnas', form 15.52% of the state's population. The detailed break-up of the survey reveals that the backward classes constitute 27% of the population, while the extremely backward classes (EBCs) comprise 36%. Together, they constitute the numerically powerful Other Backward Classes (OBCs) who have dominated Bihar's politics since the Mandal wave." Since Independence in 1947, all Center and state governments have had a policy of Reservation in higher education and government jobs. SCs have a 15% quota in Reservations, STs have 7.5% quota while OBCs have 27% quota. 3% of seats are reserved for the differently-abled. Legal Service. The 2019 All India Debt and Investment Survey revealed that "the average value of assets of non-SC/ST/OBC household was Rs 32,82,842 which is 1.8-1.3 times the average assets of SC, ST and OBC household." wrote Abhishek Jha and Roshan Kishore. However, assets may be inherited, so the monthly per capita expenditure (MPCE) was calculated from the latest Periodic Labor Force Survey (PLFS). Opposition parties see this as a big opportunity to upset the ruling BJP and Prime Minister Narendra Modi in the coming general election and have demanded similar surveys in the "heartland states of Uttar Pradesh and Madhya Pradesh". Apparently, Modi is a Hindu leader whose "lifelong ambition appears to be to unite Hindus and empower them so that they are never again ruled by other religions as it was in the past, first by Islam and later by Christianity," wrote Ashutosh.
