A reforms commission, FSLRC, headed by retired judge, BN Srikrishna submitted its report in 2013 which suggested that the monetary policy of the Reserve Bank should be decided by a Monetary Policy Committee, a majority of whom will be appointed by the RBI, with the Governor retaining his veto power. In December the government appointed a 3 member committee which changed the report to say that the MPC should have 7 members, 4 of which will be appointed by the government, and the Governor will lose his veto power. This resulted in an outcry. Now government officials are busy denying charges of trying to nobble the RBI. They say that these were in the FSLRC report to which Justice Srikrishna's emphatic response is," It is neither my view nor is it FSLRC's view. It reflects the government's view." A professor from Canada has written a vigorous defense of monetary policy being decided by a committee instead of by one man. He says that India should develop strong institutions which can function automatically without the need for a chief. Institutions based on strong rules which are transparent " which build in safeguards to keep venal individuals out, and which create and lock in self-reinforcing, incentive-compatible mechanisms that ensure that, by and large, everyone behaves as they should, delivering efficient and fair outcomes for all." He gives the example of Belgium which had no national government for almost one year but functioned well and institutions in the US continue to function despite political gridlock. We would argue the exact opposite. In India nothing gets done because files are transferred from one civil servant to another, unless a bribe is paid to expedite the process. It is a committee culture, to avoid any responsibility should anything go wrong, that raise costs and delay all projects. The metro rail in Delhi was built ahead of time because one man, E Shridharan took responsibility. Committees are responsible for the massive corruption in Indian government because it is impossible to pin culpability with everyone pointing the finger at another. If he is as honest as he claims to be why is Manmohan Singh trying to get out of answering questions in a court of law. Just like Belgium, Delhi was without a government for almost a year and functioned very well. Perhaps it is because of faith in institutions that the sub-prime crisis took place. Banks have been fined huge amounts but no one has gone to jail. Instead bank chiefs are still taking huge bonuses.
