Did the Delhi Police know about the explosives and did they increase surveillance to prevent the attack? Hope no Kashmiri person will be shot dead in another country like Hardeep Singh Nijjar was shot dead in British Columbia in Canada (wikipedia), resulting in Indians having to wait for at least 99 days for a visitor visa to Canada (ET). Faridabad is only 28 kms from Delhi (yatra.com), which is the capital city of India, and where bomb attacks have occurred in the past (Reuters).
